[API/MFC] [FormatMessage] 오류 코드를 오류 메시지로 변환

오류 코드를 오류 메시지로 바꿀 수 있다.

DWORD FormatMessage(

     DWORD dwMessageId,

     DWORD dwLanguageId,

     LPTSTR lpBuffer,

     DWORD nSize,

     va_list* Arguments

};

=> 성공시 오류 메시지의 길이, 실패시 0 리턴.
